There are multiple reasons one being they aren't 100% like human so we have things in our body that they don't got and so for, another thing is that people bodies could have a chemical reaction to the medicine that work good on the animal when tested. That’s why there human volunteers to do the testing on because one there a person and could see the outcome of the testing, two you don't have to force them to do the test, and finally it takes less money to do unless you get sued.
