Some school districts offer programs that allow high school students to graduate in three years instead of the traditional four years. Most students who follow this plan must take courses during the summers or in the evenings or may not be able to take elective courses. Of the educational reform proposals mentioned in this chapter, I think the most effective one is creating smaller classes. I think this is most effective for students but it is not necessarily the most cost effective one. The value of the education will outweigh cost but I doubt taxpayers would agree.
