What is the Electoral College?
It is not a “school” but a group of electors, select voters from each of the 50 States and the District of Columbia who commits their vote to the result of the popular vote in favor of one of the candidatures to the president and vice president.

Who are the voters?
They are elected by the political parties in the state conventions and each State has its own rules, requirements, and obligations. They are usually legislators or workers of state administrations; party leaders or people close to presidential candidates.
The difference between the States has created the figure of the "disloyal voter". 29 States have laws that require voters to respect the citizens' decision, but the rest do not. Although it is common to follow the popular opinion, "disloyal" voters have sometimes changed their vote for another candidate. The Electoral College votes on the Monday following the second Wednesday of December (the 19th, in 2016) and the recount was announced by the President of the Senate before the two Houses of Congress on January 6, 2017.
