In the book, Animal Farm, George Orwell is saying that most leaders will start to be kind and friendly to the people they are leading, but they will start to go mad with power and will start to force the followers to the point of a revolution where if they are successful they will appoint a new leader follow them and by the end of it all dislike the leader and want to revolt yet again. The process will almost never stop until we find what makes absolutely everyone happy because there will almost always be someone that dislikes the current leader and that person will start to get more people to join him and when they get enough they will start a revolution. An example is when Snowball and Napoleon had started to make a plan to drive out Farmer
