In 2004, the Five Year Strategy for Children and Learners (Department for Education and Skills, DfES 2004: 7) emphasised personalised learning as “a system that responds to individual pupils, by creating an education path that takes account of their needs, interests and aspirations.” Another definition provided by Miliband (DfES, 2004b) is the “high expectation of every child, given practical form by high quality teaching based on a sound knowledge and understanding of each child’s needs”. From both of these definitions, it can be understood that the DfES (2004) and Miliband (DfES, 2004b) agree that teachers are responsible for being aware of the individual needs of children. By having this awareness teachers can teach children using strategies which will cater for their individual needs, leading children to fulfil their potential.
The DCSF (2008) describe personalised learning as teachers –

Therefore, it appears not only will teachers, parents and professionals gain a better understanding of how children learn, but teachers will also be able to deliver high quality teaching and learning.
Key features of the personalised learning wheel (DCSF, 2008: 7) are assessment, intervention and high quality teaching and learning. The DCSF (2008) informs teachers that high quality teaching and learning consists of designing highly focused lesson plans with high demands of pupil engagement. Teachers should design lesson plans, which identify reasonable adjustments and special educational provision for specific children.
