On 06/03/18, at approximately 2:11pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 6683 Chatsworth Way, on dogs at large, patrol only (dog's resided at location provided). I arrived on scene at approximately 2:57pm. I drove around the area, and was flagged down by a unknown male neighbor advising me that the dogs (mastiff) were in the back of the above stated location. As I was talking to the unknown male neighbor I saw two mastiff (brindle/white and white/brown) come from the back of that location and move to the front. I was advised by multiply neighbors that the dogs have been out since this morning. I took pictures of the dogs loose, I exited my vehicle. I knocked on the front door and ring the door bell and received no answer. I walked to the back of that location and saw a dog kennel but it had a padlock on it. Not having a securing location to put the dogs, I elected to impound both dogs. At approximately 3:25pm, Deputy Warden S. Wykle and Deputy B. Kyser arrived on scene. With their assistance we were able to capture both dogs and placed them in my vehicle. I left a door notice at the location. As I was preparing to leave the area, dog keeper Bernard Coulanges arrived on scene. Mr. Coulanges stated he was responsible for both dogs, due to dog owner leaving town until Thursday. I explained to Mr. Coulanges that for him to reclaim the dogs, he would have to take violations for the dogs. Mr. Coulanges stated he understood. I asked to see his identification, he complied. Mr. Coulanges was issued the following violations: Ohio Revised Code (O.R.C) 955.21-Failure to register (license) a dog(s), 955.39-Failure to vaccinate against rabies and 955.22C-Failure to control.
