In the PBS film Prison State, filmmakers follow the lives of four individuals throughout incarceration in the Kentucky Criminal Justice system, as well as efforts made to reform the system and the effect on inmates. They also studied the impact of criminalization of Juveniles for minor crimes, and the incarceration of the mentally ill and drug addicted. Among the many staggering statistics revealed on the Kentucky Criminal Justice System in the film, was the amount spent on housing the growing inmate population. States across the country began to shut down billions of mental institutions and clinics fifty years ago due to budget cuts. Dustin DeMoss, from huffingtonpost.com, has written about how the funds for mental health institutions shut down in the 1970s. “ At some point in the 1970s the decision was made to close state-run mental health institutions. I met quite a few people that worked there and they are definaley a different breed of cat. For instance, as detailed by Santos on page 15, he recalls his account with an individual by the name of Ronald.
