The people had no leader after the second civil war, neither side had won. Soon it had traveled around the world of the bioterrorism synthetic enhancement to create efficient soldiers. The Russian Bratva, Japanese Yakuza, Mexican Cartel and so forth had obtained the solution. Soon the world has been split up into territories, people had to choose to live in a certain area and there is no law enforcement.
