Dispatch advised me while en-route that there was a male caller who advised that his wife was unresponsive inside of the residence.
I was the first to arrive on scene at the residence. Due to that fact, I removed my AED from the trunk of my patrol vehicle and proceeded to the front door of the residence.
I entered through the front door that was ajar and I identified myself as "Port Richey Police." I then heard the husband of the deceased, later identified as Louis Eugene Kusner, shout "up here." I proceeded up the stairs and made contact with Louis, who was still on the phone with 911 dispatch in the hallway. Louise was performing chest compression on the deceased, later identified as his wife Gail Ann Kusner. I relieved Louise of CPR and continued with chest compression before attaching my AED. The deceased was still cool to touch not cold. The AED analyzed the deceased's heart rhythm while I stood back. Shortly the AED advised "no shock advised, continue CPR at a rate of 30 compression per minute." I again continued CPR until the Port Richey F.D. arrived on scene and took over patient care. Louis stated that they were both lying in bed in their rooms where he last saw the deceased alive at approximately 12:00 PM on this day. Louise stated "she was in bed with the cats doing a crossword puzzle." Louise further advised me that he went back to sleep and found the deceased laying supine in the hallway when he woke from his nap at approximately 1:30 PM on this day. Louise stated "I got out of bed to look for her so we could go down to the garage and have a smoke like we usually do, that's when I found her in the hallway unresponsive and not breathing so I called 911." Louise later provided a statement form.
Louise stated that the deceased had a primary care physician. However, Louis advised me that the deceased had not been to the doctor since 1999 because of her "fear of needles." Louise stated that the deceased had no known medical conditions, nor did the deceased take any prescription medications. The deceased only took over-the-counter vitamins.
At approximately 13:46 hrs Rescue 40 Paramedic James Lavine pronounced Kusner as deceased. Reference Pasco County F.D. control #004259. Shortly after, Detective Russo arrived on scene to assist me. Detective Russo and I examined the deceased with negative results. There were no obvious signs of trauma to the torso, head, or limbs after examining the anterior and posterior of the body. There were no contusions, abrasions, lacerations, swelling, deformities, punctures or penetrations. Furthermore, there was no blood present in the ears, nose, or anywhere on or near the body. cerebral spinal fluid was also absent. There was a butter knife under the deceased middle back area. However, the residence was untidy with several objects laying all over the residence. Detective Russo and I took several photos of the interior, posterior, and limbs of the deceased. The photos were later entered into evidence at the Port Richey Police Department. Several pieces of the deceased jewelry were removed and provided to Louis per his request. I was unable to remove the deceased wedding and engagement rings from the finger on her left hand. However, the jewelry was later removed by the ME who arrived on scene and provided to Louis. Louise provided me with the deceased Medicare card which listed her PCP as, Yogesh Ranpariya M.D. I provided the PCP telephone number of (727) 846-0666 to dispatch. I requested dispatch to contact the PCP and to advise them of the situation. Shortly after, dispatch advised me that the PCP would be contacting me directly via cell phone. I then made contact with, Mel Segui, from the District Six Medical Examiner's Office and advised him of the situation and my findings.
