Perry is being easily manipulated by Dick. Although Perry does not agree with many of the things Dick has in mind including Nancy he still feels compelled to be along side him. The two seem a perfect fit for each other as Dick encourages Perry to continue as Perry uses his emotional state of being to reason with Dick. Dick eventually gets attached to Perry and doesn't want to lose him as the excerpt progresses.
