Reporting on the performance of Service Providers against the KPIs occurs on a regular basis, with the level of performance assessed against an agreed target. Each KPI is accompanied by a Data Quality Statement and an Outcome Statement. The Performance Management Framework is an efficient policy that operates well within an arguably inefficient system. The Performance Management Framework is an internal review and evaluation mechanism used to measure the achievement of Key Performance Indicators (KPI’s) within the context of the Activity Based Funding (ABF) model and outlined in regular, publically available documents. ABF/ABM were implemented as a means of increasing transparency and accountability in the way that health services are funded and delivered. PMF is necessary, functional, relatively transparent and abides by program evaluation guidelines for efficiency. PMF is within itself an effective form of demonstrating regular effective self-regulation, and that it is the ABF/AMB system that is within itself the more controversial
