PC 1003 made this attempt possible in two successful ways. Firstly, it made compulsory on the recognition of the unions which was absent until the PC 1003 was introduced. Union recognition played the significant factor for the uncontrollable and the vicious strikes prior to the adoption of the PC 1003. For example, the strike against the Canadian Railway and the Winnipeg General Strike led to the Rand formula. Because of the union certification that was set out in the PC 1003 these strikes were eliminated far off. The union certification helped the government representative to determine that the union has certified. It has been argued that the union recognition set out in the PC 1003 has made limit to the employer putting pressure on the employer rather than the government. Many argue that the union recognition was a political demand. Secondly, the PC 1003 reduced the strikes activity by preserving and strengthening the trade union activity. As Wagner Act was based on both American and Canadian labor law, it played supporting role for the enation of the Labour Relation Legislation of the PC 1003. The main objective of the PC 1003 was to lower the labor unrest and increase the economic position of the working class Canadians. This objective came from the fundamental of the Wagner Act that had made same impact for the American working class people. “The key mechanism of the Wagner Act such as certification process, regulation on the strike activity, resolving disputes of the collective bargaining activities, a duty to bargain in good faith, banning of the unfair labour practices etc. was all incorporated in the PC 1003. All these factors played a basic element in the Order-in-council PC 1003 which was borrowed from the Wagner Act. However, PC 1003 was also differed in many ways according to the Canadians and the Americans administration. The most important difference was that PC 1003 prohibited strikes during the collective bargaining term which the Wagner Act lacked. PC 1003 had the governing body called Wartime Labour Relation Board. The Canadian government implemented the Wartime Labour Relation Board which was chosen by the employers and the trade unions.
