The new policy was enacted and restricted unlicensed social workers from providing mental health counseling services. The social worker encounters the ethical dilemma of acting in a way that is in the best interest of the client and community or acting as the new policy requires her to do so.
Furthermore, the state department representative has a responsibility to ensure that clients and communities are receiving the best possible services that are provided by well-educated individuals that have an understanding of the social work practice allowing effective services to be provided.
