The PSSA stands for Pennsylvania System of School Assessment. The author is DRC or Data Recognition Corporation. The PSSA Testing started in the year of 1998. They started way back because it was an easier way for them to see how you were doing in school and shows teachers what they need to focus on teaching more of.
