According to the Special Education Advisor the P.L. 99-457 was passed in 1986 these changes saw necessity for “early intervention and mandated services from” conception which “required a comprehensive system of early intervention for infants." Furthermore in 1990 P.L. 101-476 was passed “which renamed EHA to” IDEA which expanded the qualification classifications to incorporate “autism and “traumatic brain injuries also defining assistive technology devices and services.” The P.L. 105-17 was passed and IDEA was reauthorized which requires a transition plan to be part of every IEP of each child no later than their sixteenth birthday.
