In 1990, Oxfam – Quebic in Cambodia had a micro loan project to provide small and medium loan to the people in rural areas. Vast loan growing in amount and number of borrowers forced the project commenced as private company in 1995. In 1999, the company had the loan outstanding about 20 million USD, 65,000 customers, 10 branches and 150 employees. The main product of the company was providing loan and collecting saving. The vision of the company was to be a first micro finance institution that contributes to reduce the poverty in Cambodia. The Mission is to help people in rural areas to access financial resources.

• Heavy responsible with Deputy Director since everything has centralized at his level.
• No marketing department to promote and disseminate the service to customer.
• No human resource department in the company. The recruitment, appraisal, recognition of the performance were done by deputy general manager alone.
System
• Lack of accounting system and database management to store or manage the customer information. Lack of equipment such as computer, printer, photocopy machine..etc
• Generate necessary report by manually entry so the information about loan late repayment could not send to credit officer on time and accurate.
• No internal control mechanism to follow up the quality of work and identify the areas to improve.
Style
• The working hour was not followed by the employees.
• Assets of the company such as cars and motorbikes were used by private purpose than professional use.
• No meeting schedule for each department as well as office meeting so some important information or problems are not shared or solved.

Strengths
The company has the subsidy from Oxfam – Quebic and Rural development Bank until 2005. Agency France Development (AFD) also contracted to provide technical support since the company had crisis in 2000. The company is very well known for the people in rural. Members of board of director are come from abroad and have the potential to find outside financial resources.
Weaknesses
The company does not have adequate qualified employees especially in management level. Lack of modern systems and equipments generate necessary reports. Unclear financial policy, loan policy, staff regulation..etc create the complexity and unhealthy working atmosphere.
Opportunities
There is no many companies could provide the loan to rural people as well as to small and medium enterprise. There is still wide range of people that the company could focus on though they are not located in rural areas. Some kind of tax duties are under exemption since this company contributes to reduce the poverty in the country. The company has the possibilities to get loan from abroad through board of director.
