Overview of Instructional Problem Nowadays a teacher website is considered and essential tool in a 21st century classroom. Parents see a website as a go-to location to find out what is happening in their child’s classroom, how to contact the teacher, find tutoring times or locate learning resources. Teachers use their website to disseminate digital assignments, class notes, instructional videos or share information and answer questions via blogs or discussion boards. All teachers at Kennedy High School have a teacher website, yet only 49% of classroom teachers have populated their website with any information and of these, only 5% have created a website that meets the current State Board of Educator Certification (SBEC) Technology Applications Standards for all Teachers. Each year teachers evaluate their progress in meeting the Texas Long Range Plan for Technology by completing the Texas School Technology and Readiness (STaR) chart. The most recent Texas Campus STaR Chart (2014) indicates that, on average, classroom teachers ranked themselves at the developing level for most STaR proficiencies rather than the expected advanced or target levels. A needs analysis survey indicated that time is the most significant barrier to website development, however most teachers also admitted to a lack of knowledge and skills as a barrier to developing anything other than the most basic of webpages or using the website as a teaching tool. It is significant to note that a Dixon-Gonzales (2015) needs analysis indicated that teachers who teach in a 1:1 environment do make extensive use of their website not only for informational purposes, but also as an instructional
