California’s Prison Policy
Introduction
The problem of over population in California has become a very big issue for a very long time. Crime rate in California has increased over the past years. Some of these crimes include non-violent and non-serious offenses such as drug possession. According to Philip and Jens, prison is not the only option for controlling crime but making the case for alternative approaches has historically been an uphill crime. (2011) In addition other policies are arguing if you reduce the sentences of some prisoners will lead to more crimes in the communities. In addition this policy will also help those that are already in prison because their sentences will be reduced. The issue of overpopulation in California is of importance. Many people believed that the reason of overpopulation resulted from rising crime rates and general population growth. But the main reason for overpopulation in prisons is rise in arrest for arrests like domestic violence, drug offenders and impaired driving. The goal of this paper is to give ways of how to improve the system of prisons in California and reduce the overpopulation in it. This new policy will help reduce problems like mental health, anger issues which are hard to address by the staffs because of the high population. Another problem which is supposed to be addressed is the understaffing in the prisons which leaves few staffs to handle the prisoners. The policy will also lead to reduction of jail terms to minimum sentences. “If a formal charge is filed by the prosecutor, it still can be reduced to a less serious felony or to a misdemeanor during plea bargaining” (Samuel, Cassia and Miriam 2011). This will help reduce the over population in the prisons. For example some drug offenders are sentenced to many years leading to overpopulation. Another pro is that the prisons will have good sanitary conditions, enough meals. The federal government of California will save a lot of billions when they reduce the population of the prisons by adopting strategies like cutting some fixed sentences in half, releasing the prisoners early with fewer prisoners in the prisons, some prisoners will be safe from other prisoners who engage them in homosexual activities. Reducing the population will also make the prisons to have good ventilation which will also reduce air borne diseases. Decreasing the number of people entering prisons together with their length of sentences will be the best way of reducing the overpopulation of federal prisons in
