Observation 1: Definitions
The following definitions are all from Merriam Webster-Online except noted.
Penal Code: a code of laws concerning crimes and offenses and their punishment
Abolish: to end the observance or effect of
Death Penalty: death as a punishment given by a court of law for very serious crimes
Capital Punishment: the practice of killing people as punishment for serious crimes

From the ratification of this law and on, all criminals, formerly qualified for the Death Penalty and for all crimes listed in 18 U.S. Code § 3591 - Sentence of death, will be tried and convicted, instead, on punishment of Mandate (2)
All those criminals whose punishment lies within Mandate (2) will be put on Rehabilitation (which according to CA, adds about 2 thousand a year per inmate)
For 1st offence of drug trafficking,controlled substance violations, racketeering, smuggling, and laundering money from controlled substance violations, all imprisonment times 10-15 years are reduced by 5 years, all times 16-20 reduced 6 years, all times 21-30 years reduced by 8 years, and all 31-35 reduced by 9 years, all higher (36 or life) reduced to 30 years.
All drug offense criminals will be put on Rehab (which according to CA, adds about 2 thousand a year per inmate)
All States must comply to these mandates and no Capital Punishment in any State or Territory will be tolerated. All States must comply to drug offence punishment as previously described.
