In some countries there are aimed at governments some social networking sites, like Facebook and Twitter and so on. The first country that imposed censorship on the Internet is China which blocked the famous search site (Google) because of some of the political issues related to the exploitation of government data that registered users of Google, and because of Google's rejected to give government users date, the government decided to block Google's site and ended Google's work in China. All that can be done to make access to materials longer one step or two steps, not more. Put a central mediator pass through all local Internet data causing technical problems that actually affect the performance of the Internet, it has resulted in depriving the service if it crashes that mediator.
Blocking cannot be done without eavesdropping and surveillance. cloaking in Saudi Arabia is currently monitoring the pages visited by the user addresses and make sure they are not on the black list and this means that the authorities monitor all visited sites by all users, they should not impose censorship on the tools that protect the user's privacy by hiding their browsing and encrypted data.
