Oscar Lewis presented his idea of the culture of poverty in 1956, at the International Congress of Americanists in Costa Rica (San Chose). Lewis records that not every people living in poverty progress this poverty culture. He offers numerous samples: preliterate peoples did not progress poverty culture since the civilizations were not as stratified. Low castes did not progress it since of other system of government in culture that offer them convinced power.
