Strengths. The special approach of this project is that it uses the Integrated Project Delivery method, which can significantly enhance the collaboration of the owner, design teams, and the general contractor in order to achieve the most value and success. For example, the design phase will be occurred with the participation of the owner and the general contractor; additionally, the contract-related tasks, such as bidding, subcontractor selections, and site permits will be completed as the same time as the design phase. The first drawback of the project is the budget and cash flows. In particular, the project overhead costs may be increased due to the lack in subcontractors; most jobs and tasks are done by the general contractor without the cooperating of subcontractors. Because of unpredictable working conditions and procurement process, the general and administrative (G&A) overhead costs also impact the total construction cost (Osipova & Eriksson, 2011). The next instability of the project is to probably allocate and accurate distribute the resources including people, materials, equipment, and working capital. Again, the project has lack of subcontractors, so the project manager and the general contractor need to meet up and discuss the best distribution for the resources in order to complete the project on time (Song, Mohamed & AbouRizk, 2009).
Opportunity. This project is to build a new aquaculture laboratory in San Jose, California, and it will unquestionably develop the local educational conditions as well as attracting tourists from other places. Furthermore, it will also partly improve the construction industry in California by having more investors paying attention on the laboratory aspect.
