Organic Model Vs Organic Police Department

I have a question for the class that I would love all of your input on! What do you feel is the best organizational model for a police department overall?
After reading the text and exploring the differences between the hierarchal model and the organic model, I believe an organic police department may produce the best results for many reasons. Firstly, organic systems tend to focus on results and accomplishing specific goals. Therefore, an organic department would primarily focus on accomplishing goals such as crime reduction and overall citizen safety. An organic system also seems to be more personal in that leadership relationships are peer-oriented and not superior-subordinate. Decisions made are not determined solely by one individual
