USARPAC establish requirements that all ORF requests must fully document the purpose of the request that substantiates justification and alignment for utilization of ORF IAW with applicable regulations and policies. Specifically, the purpose should clearly describe “how” the ORF request meets one or more of the qualifying categories listed in AR 37-47 para 2-1.
9. USARPAC should consider establishing cost ceiling guidance and procedures to gain our approval to exceed that ceiling for ORF events in order to clarify bounds within which “modest basis” is considered to be met.
