On February 1, 2016 Texas’s governor Greg Abbott along with Congressman Henry Cuellar sent a letter to the department of Homeland security for more information on their decision to “...cut resources for aerial-based border security support in a program known as Operation Phalanx.” Greg Abbott and Henry Cuellar wrote in a letter how they believe that the Department of Homeland Security would be requesting for more security and surveillance because of the increase of migrant from Central America and Cuba. Both men are uneasy with the DHS’s decision to decrease surveillance resources so they asked them for some resources.
