Commander’s intent is a clear and concise expression of the purpose of the operation and military endstate. It is developed through a deliberate process with an experienced staff in a controlled, centralized environment and is designed to enable decentralized execution. From the beginning, planning Operation Husky lacked command emphasis. Both Eisenhower (Allied Commander) and Alexander (Deputy Allied Commander) failed to provide effective leadership during this critical stage of planning. “Furthering the confusion was the geographic distance between key decision makers and their preoccupation with ongoing operations in Tunisia.” In addition, various plans for Operation Husky were attempted by an inexperienced and provisional staff coined Force 141.
