1. University of Central Oklahoma is a public school, and Oklahoma City University is a private school. So they have different major objectives. The first one has a major objective of offering good education to students. The second one focuses more on making profit by offering education of good quality as a tool to realize this objective. University of Central Oklahoma needs to maximize its output of its services or programs, generally in the form of offering degrees of professional training. Another major difference is school policy change or execution between these two schools. As a public entity, University of Central Oklahoma is harder to make some change since it has much more complicated rules for public schools compared with Oklahoma City University. There are several unique challenges of public sector in terms of risk management. Firstly, the public sector, compared with private sector, is more conservative. That is to say, if someone wants to make some changes or reforms, it is much harder for him to get support from upper level compared with private sector, given that the changes or reforms are helpful to the organization through analysis. Secondly, it is harder to do risk management in an organization-wide level for a public sector than a private sector. It is because the coordination and communication in private sector are much smoother. Last but not least, the budget constraint is also a unique challenge for risk management. The public sectors are harder to deal with risks which may cause politically controversial influences since public sectors face different rules and stipulations than private sectors. Of course there are other challenges. The above ones are the most typical types. In my opinion, the first one is the most significant. Because the competition from the market is very fierce.
