Officer Hoopes: A Case Study

On 05-01-2018, at 0249 hours, I received a radio transmission from Officer Hoopes requesting to respond to the area of Cuthbert Road for a motor vehicle crash that he was involved in. At this time, Officer Hoopes was on-duty for the 1900 to 0700 night shift and was assigned to the west patrol sector. I located him at the intersection of Cuthbert Road and North Barrett Avenue.

Upon arrival, Officer Hoopes was walking outside of his patrol unit, 1608. On inquiry, Officer Hoopes related that he was traveling east on Cuthbert Road while looking down at his in-car computer (MDT) and typing on it. While doing so, Officer Hoopes stated that he must have inadvertently drifted to the right side of the roadway. As this occurred, the patrol vehicle
