The obstacles for implementing sexual harassment policies as described by Anna Maria Marshall are much a product of the implementation process itself, being the grievance procedure and the norms surrounding this procedure. The norms surrounding the grievance procedure is based on not infringing on corporate profits thus usually meaning not properly engaging to fix issues of sexual harassment. Marshall describes three main points as the obstacles for implementing sexual harassment policies; these obstacles being taking sides, manufacturing obstacles, and narrowing the written policy by the complaint
