Observation Report: Florida Wildlife Conservation Search Center

On 05/29/2016 at approximately 19:11 hours I was in the parking lot of Nick’s Park located at 7929 US 19 in the City of Port Richey. At that time I was assisting officers from the Florida Wildlife Conservation Commission (FWC) as they were in the process of impounding a vessel from an unrelated call. While doing so, I observed a grey 2015 Toyota pickup truck driving around the parking lot loop at a high rate of speed. The vehicle approached the rear of a tow truck summoned by FWC. The vehicle appeared as though it was going to strike the rear of the tow truck. The driver of the vehicle also began aggressively blowing the vehicle’s horn. I then approached the vehicle along with FWC Officer Tsongranis, and FWC Officer D. Jones. Officer Jones was the first to initiate contact with the driver of the vehicle. The driver was then advised that the tow truck was there at the direction of law enforcement and to cease blowing the vehicle’s horn. He the advised that he did not know why. I advised he him that it was because he had been placed under arrest for DUI. He then said that he did not know what I was talking about and sat without responded to my question. I informed him that his refusal to answer was be considered a refusal and read him implied consent. After reading implied consent I again asked him to take a breath test. Jonathon now responded that he does not speak English although our entire conversation was in English without any difficulties, as was his yelling and screaming in the rear of my patrol car. I again informed Jonathan that he refusal to answer was be considered a refusal to submit to the requested breath test. Jonathan was then turned over to the Pasco County sheriff’s Office to be booked into the
