Observation Report Emergency Driving

On Tuesday 12/27/16 at about 0040 hours I was in my fully marked patrol vehicle facing northbound at the intersection of Auburn Way S and E Main St in the City of Auburn, King Co, WA. I observed a maroon 1993 Ford Ranger WA/C50401G stopped at the intersection facing southbound on Auburn Way N. I observed the Ranger's parking lights were illuminated, but the headlights were not illuminated.

The Ranger travelled southbound through the intersection and I activated my emergency lights and conducted a traffic stop on the vehicle in the 200 block of Auburn Way S.

I contacted the male driver, advised him he was being audio and video recorded and that I had stopped him because he was driving with no headlights. The male then activated the headlight
