On 05-16-2016 at 1156 hours I was dispatched to Cash Saver in reference to a subject cutting tires on multiple vehicles.
While in route I was advised by dispatch the subject had Ran toward McDonalds and he was a bald white male wearing a red shirt.
Upon my arrival in the area I was flagged down by employees of Cash Saver who advised me the subject had just ran behind 30 Highway 142 Taco Taco.
I went to the rear of the building where I located a white male trying to hide under a passenger car matching the description provided. The subject who was identified as Justin Gooch was taken into custody without incident and placed into hand restraints which were properly fitting and double locked. At this time the employees of Cash Saver came around the business and advised it was the subject who cut their tires.

- The passenger front tire was cut on her 2002 Chevrolet Trail Blazer.
I made contact with Christina Williams, who informed me of the following;
- She was sitting in her car in the parking lot and an employee was walking into work and she informed a bald guy in a red shirt no soliciting.
- After that she asked the employee if she could put money on a money card here and she informed her no and continued inside.
- She was sitting in her car on the parking lot eating and she observed the male subject cut the tires on three vehicles.
- She then informed another employee who was outside.
I also made contact with the owners of two more vehicle a 2001 Chevrolet Blazer belonging to Stephanie Jones and a 2007 Chevrolet Impala belonging to Calvin Garner.
Both front tires on the 2001 Chevrolet Blazer where cut and the passenger front tire on the 2007 Chevrolet Impala was cut.
While patting Gooch down for weapons I asked him where the knife was and he advised he did not cut the tires that it was his friend and he threw the
