In the second assignment, the dissertation briefly exemplified the Republican party never-ending frustration with the Patient Protection and Affordable Care Act (PPACA) of 2010. The essay reviewed the years in which the PPACA better known as Obamacare had been repealed more than fifty-four (54) times by the House Republicans, and it also flaunted the nine (9) provisions that were successful retracted from the bills that were previously enacted into law. The essay also addressed the House Republicans competing for agendas, which entailed their desire choice for Health Care Reform, which was called “A Better Way.” And finally, the dissertation discussed businesses human resource management and state budgeting processes which had positive and negative impacts on the Obamacare Health Reform. In this paper, the article will address ethical concerns that management may need to address within Obamacare concerning emergency medicine. This article will also analyze the overall manner in which organizational structure impacts corporate ethics, regarding a Federal Agency ability to address challenges within human resource management and the budgeting process. Furthermore, it will examine how Public Management Skills can create a win-win situation for the organization, the employees, and the public.
