According to the textbook Pathways to teaching young children: An introduction to early childhood education, the Nursery Movement started in 1913 when Rachel McMillan and Margaret McMillan open the first Nursery school in England. Their goal was to provide custodial care and educational activities to children under the age of eight for families who worked in the mills. The sisters emphasized on ventilation and fresh air, personal hygiene, sanitary meal preparation, and nutritional meals and snacks. In 1914, they stared a teacher training program that brought on the international Nursery School Movement to America.
