If the question is about registering the college classes when a student is in the high school then I think that summer is the best time before the chaos of September rolls around for the student to start the preliminary phases of college admissions. So, the registration should be done before the student's graduation. If the student is already studying in the college then he/she should register for new classes a couple weeks before the next semester starts. That way the students can review everything beforehand and be ready for the next semester.
