The only reason Kim Jong Un is the leader is because his father died and he was the eldest of 3 siblings. Having an inexperienced leader in control of an entire nation is like letting a child run a High corporate business. When the child finds that people are talking about the way he runs the business it will anger him, the same way it angers Kim. Kim Jong feels his military does not trust him and fears the idea of a revolution during his dictatorship. South Korea, Japan, and the U.S are all waiting for the moment when North Korea finally acts. Ever since the provocation of the Sony movie "The Interview", North Korea threatened that actions like this are asking for war. Also if North Korea does decide to launch a nuclear missile tensions would flare as the U.S would have to launch a missile that has a flight path over the entire European and Asian continent. It is stated that If China were to fear some of those missiles might be coming its way, anything might happen" (Navarro). A Chain of event could occur, like China feels threatened then shoots a missile back at the U.S resulting in an all out nuclear war. The thought of this scenario of occurring scares most Americans. Which is why preemptive measures should be placed in case North Korea actually invades or shoots a missile at South Korea or any other country.
