Nonrec Fitness Standards

This is a rebuttal to the nonrec I received last Tuesday. The nonrec states that I do not meet my OIC's physical fitness standards in order to be promoted. It does not exactly state it, but I know that he is referring to my 2nd class PFT. His "standard" for promotion as stated by the corporals a couple weeks ago while passing word was that anyone that does not have a 1st class PFT or fails the rifle range will not be looked at for promotion. Although, this standard is now easily achievable for me, it was not the standard for recommendation when I ran my PFT back in April. I was never negatively counseled on my running or my pull-ups, just told that I need to improve. Since then I have improved significantly and I feel I should not be punished now, by a "standard" that was just introduced, when my physical fitness test in question was over 6 months ago. For example, if a marine has a tattoo and a new MARADMIN comes out making that tattoo punishable to have, with it being documented it would be grandfathered in and that marine would still be elegible for promotion and/or reenlistment. I am also currently the only junior marine that has a secondary MOS which is 0933 Combat Marksmanship Coach. I am an expert on the rifle and a high sharpshooter on the pistol. I have also served my complete year time in grade, and have completed my PME prerequisites for promotion long before I was eligible for promotion. In conclusion, I am still not a PT stud by any means but I feel that I have many things that make me a well rounded marine and the potential, given the chance to be a great NCO. I have came far since the rocky start of my marine corps career and I believe that I am more than capable of carrying out the duties and responsiblities of a non-commisioned
