The definition of state terrorism determines that any act of terror by the state against foreign or national targets is considered as an act of state terrorism. Nevertheless, to further classify the Islamic state as a non-state sponsored terrorism we need to asset that ISIS isn’t a legally constituted state; but tries to mimic one. Additionally, most states and transnational organization define terrorist as non-state act. The Islamic state operates under the idea that they are defending the Arabic peninsula from foreign non-Muslim invasion. This belief is merely religious and it basis on a prophecy in where the Mahdi will take Islamic state into a war in northern Syria against the army of Rome; also known as the army of “the empire”.
