The non-custodial parent (NCP), Mr. Evans’s testimony revealed that the house that he and Aquelah LaToya Radcliff live in; they rent and his name is on the bank account with Ms. Radcliff, who is the primary account holder. The house caught on fire; the owner of the house is Donald Evans, who received the money from the insurance. Mr. Donald Evans lives a good distance from Birmingham, where the house caught on fire is located; he sent the money to Birmingham and put it in Ms. Radcliff’s account so they could get the house repaired for them. The NCP stated while he was trying to get things taken care of regarding the house, the Lien Unit took everything out of Ms. Radcliff’s account. In the case with the CP, Mya Cowan, the NCP owed $2,601.71 arrears, $3,976.82 CP interest, $588.62 State arrears, $78.62 Family Assistance arrears, $398.00 State interest, and the DNA fee $195.00; total $7.888.77.
Jefferson County DHR representative’s testimony revealed that the case is the CP, Carol B. Johnson. CP Johnson made an application in January 2009 for the minor child, Joshua D. Evans, date of birth August 6, 2008. A court order was obtained; the NCP was ordered was to pay $228.00 per month in 2009. Now, the current balance is $11,513.04 with $6,226.33 interest; total $17,739.37 as of today with the last payment of $271.60 made on April 29, 2016.
Wilcox County DHR representative’s testimony revealed that the CP, Monica Hayden, applied on July 6, 2005. An order was established for $50.00 a month effective May 1, 2006. The NCP present arrears to CP Hayden are $1,587.19 with interest of $787.38; total

It also allows the agency to issue a Notice of Levy to the financial institution to freeze assets to satisfy child support arrearages. On January 20, 2016, the Secretary of State acknowledged the FIDM Lien and the Notice of Levy was sent to USAA Federal Savings Bank. On January 22, 2016, the levy packet was generated for the NCP. On February 5, 2016, the Request for Administrative Review was received from the NCP. The NCP alleged the funds in the account belong to Donald and Vivian Evans. On February 5, 2016, the Notice of Decision Regarding Administrative Review was mailed to the NCP. The determination was made that the funds in the account belong to the NCP. Donald and Vivian Evans are not listed as account holders on the levied account. On February 23, 2016, the Lien Unit received a collection of $4,898.82 from the USAA Federal Savings
