This will happen if the order/ORM isn't received by the downstream "THRID PARTY SYSTEM" . In this case we are talking about Synapse. The reasons could be Cerner and or Egate not processing or routing these messages 100% of the time. This is why we have on numerous occasions requested to have the ORM messages re-sent from Cerner. Better yet, we have requested to have the ability to resend the messages ourselves because it would take an act of congress to get them resubmitted.

As for Synapse, the only way Synapse will send this out is if it NEVER RECIEVED the ORM . If the order message is received,
