According to Hunt, Powell, Little, and Mike (2016), “a lack of association between pre-service teaching experiences and classroom realities is evident among new teachers…and many find it difficult to use and implement theories and practices from pre-service education” (p. 287). The lack of adequate preparation in teacher programs may lead to “several areas of perceived weakness including consultation, organization and supervision of aides, affecting change, and knowledge of outside services and resources” (Elliot, Isaacs, & Chugani, 2010, p. 133). Strands of research that address the effectiveness of the programs founded on the capabilities and leadership of the school district are addressed. One may question the success of the program, is it the program or is it the team who implements the program? “Thoughtful preparation combined with dedicated and ongoing support can yield real improvements” (Wiebke et al., (2009), p. 38).
