He did this because of the fact that not everyone possessed the necessary skills to lead as their fathers did. By Nehemiah doing this, it saved the people a great amount of confusion of who their leader would be.
Chapter 7 describes how Nehemiah recorded what went on in the city of Jerusalem and the people who came back. As far as management is concerned, Nehemiah was able to use innovation and change in order to keep accounts of everyone. This had never happened before in Jerusalem so the people there was unsure if this was a positive thing. They were resistant to change since it was new at the time also. We can learn that no change is easy, but with proper communication it can become more acceptable.
After Nehemiah had left the city of Jerusalem, he returned only to find that many things were out of order. The people there had not kept things the way he left them and it frustrated him. This is very common when a leader leaves someone else in charge while they are away. The delegated leader sometimes leads the way they want to rather than how they were instructed
