Introduction
Negros Occidental is a province of the Philippines located in the Negros Island Region. Its capital is Bacolod City and it occupies the northwestern half of Negros Island; Negros Oriental is at the southeastern half. Victorias City is the fourth class city of Negros Occidental. It is known as the "Sugarbowl of the Philippines", Negros Occidental produces more than half the nation's sugar output. It is notable for being the site of Victorias Milling Company, sitting on a 7,000 hectares (17,000 acres) compound that makes it the Philippine's largest sugar refinery and the world's largest integrated sugar mill.

The development will cater both local and international tourists by providing cultural exhibitions to educate the people how the sugar was made from raw product to finish product. It also exposed the public the heritage of sugar industry and the effects of this commodity to the people of Victorias City. The project will also provide livelihood centers to inform the sugar workers and farmers the different ways of outputs that can be profitable from sugarcane products. Department of Labor and Employment has released P12.25M for education and livelihood for the sugarcane workers and dependents.
Livelihood Trainings – There is no work in sugar plantations and mills during off-season (usually April-September), so the sugarcane workers do not have the means to meet the basic needs of their families. The project will provide livelihood trainings for the workers, which are related to sugarcane industry. VMC has partnered with TESDA in offering livelihood & skills training. This zone is not only open for the workers but also for the tourist where they can participate and see the things that can be made from sugarcane products and how these things are made.
