It is important to use a needs assessment, process evaluation, outcome evaluation, and efficiency evaluation together to completely assess an organization or program. In an organization one must determine the social problem that needs to be addressed and the potential resolution to the social problem (Grinnell, Gabor, & Unrau, 2016). This is the basis of a social program (Grinnell, Gabor, & Unrau, 2016).

A process evaluation calculates if a program is performing as it is designed to and also recognizes chances for improvement (EPA, 2016). This evaluation may also provide insight into whether or not the program is meeting regulations or other requirements (EPA, 2016). Efficiency evaluations include cost-benefit and cost-effectiveness evaluations (Grinnell, Gabor, & Unrau, 2016). This evaluation assesses what is the internal and external cost to create the outcome (Grinnell, Gabor, & Unrau, 2016). A cost-effectiveness evaluation can identify chances to utilize less expensive services or interventions that produce the same or similar results (Jamison, et al., 2006). Also, showing ways to redirect resources to achieve greater outcomes for clients (Jamison, et al., 2006).
