1. What is the purpose of Needle Exchange program?
According to What are Needle Exchange Programs? by Brian Cattelle, the author states that the entire purpose for Needle Exchange programs is to reduce the transmission of HIV and any other blood-borne diseases. Basically, from what I was able to gather, this particular program distributes clean needles to those that come to them for assistance. There is also the argument that the program will not be effective. In fact, in one of the articles that I read, I learned that the program was a complete bust. The study that was conducted in this article actually stated that out of the eighty-six patients that completed the study only seven of the patients stayed drug free. Forty-eight of those patients that participated in this study went back to taking drugs, while the others either ended up alcoholics, in prison, or
