Greenhill states,” On October 30, 2012, more than 7,400 members of the National Guard had been mobilized in 11 states to respond to hurricane Sandy by 4:30 a.m. and more are on the way.” (Greenhill 1) “The National Guard takes its missions from the governor, and they’re supporting the first responders, so when the capabilities of the first responders have been exceeded, then the National Guard is called in to support,” says General Frank Grass.
