There is a fundamental importance of maintaining the content of the National Forestry Innovation Act given the significance of its passing to the Australian economy and preservation of Australian forests and ecosystems. Being the current Minister for Resources and representative of Queensland, I understand the importance of preserving the full strength of this bill, as it targets key rural areas, and establishes robust economic development in those constituencies hardest hit by the global financial crisis.

This scheme would implement a number of attractive incentives for investment into plantation forestry and help grow the industry to reach the set target. There are three main incentives: direct subsidies of $120 million to kick start the plantation growth with 200,000 hectares of new plantings by 2017, a series of tax breaks and carbon credits to encourage business and investment activity and the redirection of funds from federal infrastructure projects into infrastructure in specific plantation forestry areas, improving roads, bridges and communication towers. Collectively, these improvements would generate short term employment through the construction and investment in the long term. The proposed act details essential plans to setup the National Institute for Forest Products Innovation, which would act as the national center for research and development directly assisting the forestry industry, through strengthening competitiveness, improving productivity and the development of higher quality products. Opening up the forestry industry to greater international competitiveness is vital for the industry to grow and become more profitable. New techniques of production and the addition of high value products will help the industry to achieve greater international competitiveness through lowering costs of production, therefore enabling greater competition for the Australian forestry industry.
A final concluding remark, the act will undoubtedly require significant short term expenditure, but the vast benefits in the long term for greater international competitiveness united with sustainable development, give clear reason as to why this act should be passed today. Additionally, the passage of this act in its complete form reflects the need for more sustainable development in this country, and its passage is crucial to the future, of not only the forestry industry and involved rural areas, but that of the whole nation and its wider economic
