Little to no opportunities were given to the majority of France. Under Napoleon's rule, he hired individuals that were fit and deserved the position. No more family connections, no more easy way in, no more corruption in the government. You could work hard and earn things; outside of your social status. A concept like this was absolutely absurd at France's intellectual level. Development of this was a HUGE part of how Napoleon revolutionized all of the world for the better. Ultimately leading to the improvement of civilization all over the world.
