Napa Auto Parts Store Case Study

On May 04, 2017 at approximately, 08:00hrs I, Officer J. Ramsey # 703 was contacted via public service by Marshal James Stewart of Stockdale, TX. Marshal Stewart informed me that a theft had occurred in Nixon at the Napa auto parts store (306 N. Nixon Avenue) on 04-29-2017. I immediately conducted an investigation and received a signed written statement from Marshal Stewart containing the suspect’s information. The suspect was identified as Brian Keith Rice (DOB-09-29-1982) of Stockdale, TX. Marshal Stewart informed me that Rice was at one time a volunteer firefighter for the city of Stockdale, but had been removed from the department.

Marshal Stewart faxed over a signed written statement from Rice explaining the details of the theft he committed in Nixon at the Napa auto parts store. The statement details how Rice entered the Napa auto parts store on 04-29-2017 at approximately 1359 hrs, he represented himself from the city of Stockdale requesting a purchase order for 5 batteries.

The city of Stockdale noticed the purchase several days’ later and declined payment on the purchase

I made contact with the clerk, who had checked out Rice, she signed a voluntary statement describing Rice the day he entered Napa. She was identified as Ana Alvarez (DOB-03-19-1987). Alvarez advised she did not notice anything out of ordinary because Rice had entered Napa several times before representing the city of Stockdale. I spoke with Kennealy, who advised Napa incurred a loss of $621.24 when the theft occurred. I spoke with the city of Stockdale and confirmed that Brian Keith Rice was not authorized to purchase the items at the Napa auto parts store. Therefore based on witness information and statements, Brian Rice was found to be in violation of PC-31.03(a) (b) (1) Theft, by depriving Napa auto parts (306 N. Nixon Avenue) in the amount of $621.24 occurred in profit
