The reporting party (RP) stated 4 year old former foster child Fabian Nabors DOB: 7/14/12 alleged he was pushed by foster mother Linda Taylor. During an hour visit with his biological mother, Linda Joseph on 12/23/16 she observed a scar on the left side of his face. The severity, size, and cause of the scar were unknown at the time. However, when Fabian was asked by his mother regarding the scar he responded "she did it"; it was not known who "she" was at time. Fabian's 7 year old brother Vernon Nabors DOB: 4/15/09 informed his mother the incident had occurred at the foster home; however there was no additional information. Consequently the biological mother became upset regarding the scar and brought it to the attention of the Social Worker,
